Why is my punch biopsy scar still retaining redness after almost 12 months post-op?

I have two moles removed on my cheek nearly 12 months ago with (2 mm? - I forget the size) the punch biopsy technique. Each wound was sutured with one stitch. I applied aquaphor healing ointment after the wound was closed, and then wore silicone sheets for up to 18 hours a day (most days), when appropriate, for up to 6 months and also wore 30 spf sunscreen daily since the wound closed (wearing a band-aid over the wound before it closed). I have observed capillary beds near surface of the scar.
