What procedure(s) can I get to achieve this look with my eyes?

My eyes really bother me, I look like a completely different person with and without eye makeup. They make a big difference in the way I look, and I prefer the elongated look. I feel as though it compliments my other features that way. What can I get done to make my eye area look like this permanently?
