Uneven eyelids - open to surgical or non surgical options. (Photos)

My eye and eyebrow on one side of my face appears higher than the other side. On the lower side my eyelid also appears heavier. I’m not sure what procedure is the best course of action and I’m open to both surgical and non surgical.
