I'm looking for the latest recommendation with permanent results w/ little risk of scarring. I've tried VeinGogh (didn't work) and IPL (veins returned in a few weeks). I found limited success when the IPL technician increased the power - it destroyed the vein, but another 1 or 2 showed up in its place. Unfortunately, the technician increased the strength too high, resulting in burning and more spider veins. I understand it's hereditary and on-going annual maintenance for new veins is required.

I usually treat blue green facial veins with sclerotherapy with very good results. The posted picture does not show well. Any vein has a possibility of recurrence but I am not sure that you were completely treated in the past.
