I have an overbite and lower lateral incisors - Am I candidate for either Invisalign or Braces? (photo)

I had braces when I was 14 for 1 1/2 didn't finish my treatment . I want to get them again but one ortho told me I have some short roots . What would be my best option or both are the same? I have a over bite and my lateral incisor are lower then the central incisor
