It's a little tough to tell from your pictures and without seeing you animate, but Botox can certainly lower your brows. How much is tough to say--you are young and have good skin which will make it more difficult to do this. My advice would be to start slow and touch it up if needed after a couple of weeks. You don't want to freeze your forehead too much and look unnatural, nor do you want to "overshoot" and create droopy eyebrows.

Your current eyebrow position is very good. Botox can be used to lower them if you wish, but you may experience heaviness of the brow area and the natural arch may look flatter. I wouldn't recommend it.
