How can I correct uneven eyelids? Is surgery my only option? (Photos)

I have very uneven eyelids as seen in the photos attached. I noticed the change early in my teenage years, they were not always uneven. I believe one was frequently swollen from a lack of sleep and lacrimation. I get Botox in my brows (brow lift) which was meant to help reduce the appearance of hooded eyes but I do not notice a huge difference. This is one of my greatest insecurities and I really want to feel confident taking pictures again!

Thank you for your question. If the loose skin that you see is present when you gently lift the eyebrow and upper blepharoplasty can remove excess eyelid skin but caution should be utilized to avoid removing any drooping brow skin during that procedure.
