I am taking Victoza (liraglutide) for insulin resistance. It suppresses my appetite and slows gastric emptying. Should I not take my shot of Victoza the day I have laser lipo done or does it really matter? I was curious as to how it will affect the anesthesia or if it will have an impact on it at all. Do I need to stop taking Victoza (liraglutide) on the day of or a few days earlier before a laser lipo procedure?

From your photo, I note relative fullness of your abdomen and flanks. Liposuction of the flanks will narrow the waist.
Liposuction of the abdomen alone may create a disproportionate appearance.

Yes, you can safely have this area treated with Lipo. You need an experienced surgeon familiar with both the anatomy and the procedure performed on this area in the past. I prefer VASER which allows a gentler approach and better sculpting in my hands.
I guess theoretically you could have both done at the same time but I doubt anyone would do that. There is considerable drainage after liposuction. The dressings are bulky. I would not recommend doing both at the same time
