Puffy nipples: masturbating daily for 3 years, before this it was on/off. Does it stops my nipples being hard?

My chest portion is still not hard enough and my nipples are puffy but not too extreme. Main thing is that the nipples are always like that and get puckered only when touched, I also get itching around my nipple area...what is the problem with me
