I got a bbl a few months ago and it looks great but one Butt checks feels more liquidy than the other. Is this normal? One side seems to have healed faster than the other. The healed side feels harder. I feel like I had a sandbag in the one that hasn’t healed. Pleas help! Do I need to do surgery again? What caused this?

There is no maximum amount of cc's that can be injected anywhere, the amount injected depends on the elasticity of the tissues, not the desire of the patient or surgeon. Consult with a few plastic surgeons in person for an exam for more detailed information. Not sure what "laterals" are either....
As far as safety of the operation is concerned, I believe that yes, providing that positioning during surgery will not have an affect on your herniated disc.
Most patients resume light daily activities in a few days, and return to work in about 7-10 days (no heavy lifting). I do not recommend sitting the first two weeks after surgery. A special BBL pillow can be used afterwards for short durations (20-30 mins).
