I had braces and after the treatment I lost my retainers so I never wore them. My teeth started to move and one got pushed back and is loose because of bone loss. I don’t want to get surgery for it because I already have gotten so many mouth surgeries. One Perio said I could get Invisalign but was sure that once aligned, that tooth would fall. And the second option was getting a splint. Is it possible to get this fixed without surgery? What can I do to make it look normal if I can’t move it ?

Based on photos you submitted it appears that your best option is to have orthodontic treatment which may either be carried out by conventional braces or Invisalign appliances assisted teeth re-positioning. See an experienced orthodontist to determine which option is best as well...
Luckily, the broken piece is not actually your tooth. The lighter colored areas behind your front teeth are calcified plaque, and a piece of that is what broke off. Just head in to your dentist for a cleaning and they'll get the rest of it off!
Also looks like your frontal teeth are a little inclined. Seems you need a little work of Ortho and then fix the tooth broken.
