I would recomend Botox, although a facelift would have longer term results, a few corrections can be done to have the desired results, maybe even flattening the eyebrows.

Botox is the best option in your case. The problem is that flattening of the outer portion of the eyebrow arch will likely result in more crowding and heaviness in your upper eyelid in those areas. Injections of Botox or Zeomin can help you achieve a desired eyebrow shape. A few tiny injections a cm above the arch will help you achieve your desired look. This procedure will have to be repeated every 3 to 4 months

The judicious use of Botox or another of the neuromodulators to reduce the activity of the frontalis muscle without the complete loss of function. This would usually only require about 15 units of Botox or Zenomin. Quite frankly there is not a good surgical option.
