My eyebrows currently are naturally arched whereas I would like to have them be flat and horizontal with minimal/no arch. What is the best treatments (preferably non-invasive) to achieve this result?

You need to get oculoplastic evaluation. You likely have right upper eyelid ptosis (droopy) which causes your right eyebrow to compensate by lifting to elevate your eyelid. If that is the case, no brow surgery is necessary (and if fact wrong). That would require right upper eyelid ptosis surgery...
