Is it Possible to Go From a 32aa to 32d With 250cc On My Frame?

I had a consult w a great ps the other day. I am 5'4" 98lbs 27" ribcage. She said 250cc will bring me to a 32d and because im so small I shouldnt go any larger. I trust her but based on my research I feel this will only bring me to a b or small c
