What Treatment Works Best for Hyperpigmentation Not Associated with Rosacea?

I am mex/irish decent, and have very fair skin on my body. It's red from jawline to hairline and is worst on my cheeks/chin, It seems to vary in intensity during the day/certain activities. It's better in the morning, but not by much. I generally do not have acne, and it's light when I do. The goal is to have it be the same color as the rest of me - I have some minor surface scars, but no pits or bumps.It's sensitive to most products, be it makeup or washes. What is this and how can I help it?
