What Can I Do About Seemingly Permanent Post Laser Treatment Hyper-pigmentation & Growth of Dark Hairs on Face? (photo)

I had laser hair removal on face 2 yrs ago & since I developed dark hairs I never had before. I also did my bikini area with promising results until I got terrible hyper-pigmentation on bikini line/upper thighs. It's been 14 months since & I diligently used hydroquinone. Though the dark spots faded, there hasn't been any improvement in over 6mos. Is this hyper-pigmentation permanent & what can I do? Also, what can I do about the dark facial hairs? I am a healthy 24-year-old woman with no hormonal issues.
