I've undergone 7 times of fraxel restore the results are quite good and then I wanna attain more so I did the repair but why my scars come back after I did it (although it slightly improves again afterwards)

Laser Scar Revision
Unfortunately you will get diminishing returns after any laser resurfacing procedure. There are many types of scars and many different types of treatments. It may be worth while talking with your plastic surgeon about what other treatments might be available.

Scars will improve with lasers but not necessarily go away
When we talk scars, there are all kinds of different ones. Some small, some deep, some thin, some thick. Lasers have been shown to reduce the appearance of scars but won't eliminate them. I think the CO2 is better for scars, but the Fraxel re:store is pretty good too. Good topicals including antioxidants, retin A, and PRP's will help. More treatments will tend to get better results.
