Seasonal Red and White Spots. What Can I Do? (photo)

I am 24 years old girl. I have white spots on my arms & little bit on face near eyes and ear, and red spots on legs and hands. These spots come only in winters and disappear in summers. I have consulted to many skin specialists but spots went, and come back again. Some one is saying it is fungal/pityriasis versicolor and some one is saying it is allergy. I have got so many treatments for these but none of that works. Please - Please help me, how I can get rid of these spots for whole life.
