Oily Skin but Dry with Blemishes

My skin is very oily (hair t-zone, back) but, for some years now, my cheeks are very dry (fish-skin like). I can't use any products to rehydrade my skin becase every time I try I get blemishes. I tried every cream available, even the most expensive or simple ones, for oily and sensitive skin but I always get the same results. They work for a few days but then I get red cheek bones with small look-like spots. I now use nothing else but water but my skin is very dry. What shall i do?
