Is it normal to have incision pain 3 weeks post-op? I had a BA and my incisions hurt.

The incisions were done around the areola. I have steri strips on that the doctor wants me to wear for 4 weeks. I have also been instructed to wear my surgical bra day and night. Near the end of the day mostly, I have to take off the surgical bra because anything touching/pressing down on the incisions hurts really bad. I am also still needing percocet because of this pain, whereas, around the 2nd week, I wasn't needing it anymore. It seemed like I had less pain.
