What is this flesh colored bump on my lip line? Should I see a dermatologist or plastic surgeon? (Photo)

For as long as I can remember, I've had this skin colored bump on the center of my lip. I would like to get it removed, even if it is not very noticeable, as it looks like a pimple. It's soft to the touch and painless, but I really have no idea what it could be. Not sure if this is something I should see a dermatologist or plastic surgeon about (or both). Thanks!
