I'm 17 and am 5"10 at about 126/128 pounds, my stomach is toned and so are my legs from excersise but I have absolutely no waists, i just want a smaller waist- i can lose love handles from cardio but what surgery would i need to make my waist smaller so my body looked a bit better?

Liposuction?
Without an exam it would be hard to say, if you have fatty depostis on your hips, then possibly liposuction would be helpful. One can not change the bone or muscle to change the contour.
