How to Get Rid of Dark Circle Around the Lips?

I have this dark circle arond my whole lips. I used everything to get rid of it but it didn't work. It used to look like my skin is dry but I was wrong. I have this for almost 9 months. Plz help.

Rule our skin lesions first

A picture is worth a thousand words. It will help a lot to see this discoloration. In general peels or lasers could be helpful. It is important to rule out any skin condition first.
