I Have Flat Red Scars That Will Not Go Away from Mountain Biking? (photo)

I have bruises / scars on my footfrom a mountain biking accident. The skin has grown back and is shinny and red. I have tried, hydrocortisone, hydroquinone (bleaching cream), Salicylic Acid,with no lighting effects. I have had this issue now for 5 months. Do I need IPL or Profactional laser? Recent College Grad and do not have a lot of money any solutions that are cheaper in northern California / SF Bay Area. Could a Assistant do this or how can I find it cheaper than the thousands it costs?

Pulsed dye laser VBeam + Fractional CO2 for red scars

I would begin treatment with Fractional CO2 laser for skin resurfacing followed by Pulsed Dye laser for the redness.
