Your best bet would be at one of the major universities close to you. Often times Plastic surgery or ENT residents in training will operate on patients at no cost, or for minimal fees. Here is Los Angeles, at UCLA and at their dreaded cross town rival USC, those departments have residents perform rhinoplasty under the supervision of top "Beverly Hills" rhinoplasty specialists. U of Wisconsin may be the place for you. Be warned that going this route is like what Forrest Gump said, "life (substitute nose job) is like a box of chocolates, you never know what you are going to get".
I would advise you to not let cost be the determining factor on choosing your rhinoplasty surgeon. It is your nose, on the middle of your face, for the rest of your life.
If you have a small hump, it can be blended with filler like Radiesse, Restylane, or Juvederm.
Lastly, there are credit companies that will help you finance cosmetic surgery.

If a doctor is quoting you $1,000
for a rhinoplasty surgery, you should be very suspicious. The cost of a
rhinoplasty includes surgeon fees, anesthesiologist fees, and facility fees.
After all is calculated, it is nearly impossible to get a nose job in this
price range. Make sure that the surgeon you are consulting is fully board
certified and experienced, and be cautious when moving forward with such a
low-budget rhinoplasty. After all, the surgery has the potential to change your
entire look.

To repeat what has already been said, Rhinoplasty at less than $1000 is not possible with a Board Certified, licensed Facial Plastic Surgeon or Plastic Surgeon in the United States. In fact, it is probably not possible to have the procedure performed in Mexico for this price!

If you try to get a cheap rhinoplasty then you risk having poor result that will require a more expensive and more risky revision surgery.  You should instead try saving your money over a few years to get a good surgeon. Your nose has been with you for a while and it can wait a little longer.

This is the nose you will have for the rest of your life. I think it is better to save and see a reputable specialist for a rhinoplasty than to look for the biggest bargain. Cosmetic surgery is like many other consumer products, you usually get what you pay for. If you want quality it costs more but you get a more reputable result.
There is one way you may get quality results at a low price, seek out a reputable ENT or Plastic Surgery training program. Residents are taught by reputable specialists and are closely supervised by their teachers. It would be a resident case but they are closely supervised.
