Here is Los Angeles, at UCLA and at their dreaded cross town rival USC, those departments have residents perform rhinoplasty under the supervision of top "Beverly Hills" rhinoplasty specialists. U of Wisconsin may be the place for you. Be warned that going this route is like what Forrest Gump said, "life (substitute nose job) is like a box of chocolates, you never know what you are going to get". I would advise you to not let cost be the determining factor on choosing your rhinoplasty surgeon. It is your nose, on the middle of your face, for the rest of your life. If you have a small hump, it can be blended with filler like Radiesse, Restylane, or Juvederm. Lastly, there are credit companies that will help you finance cosmetic surgery. Good luck and be well.
