My upper lip sticks out and looks swollen, I have a deep overbite. Would braces or lip surgery help? (photos)

I was in a car accident about 4 years ago and my upper lip hit the steering wheel. Could leftover scar tissue from the swelling make my upper lip bigger? My upper teeth also completely overlap my bottom teeth. Would lip surgery or braces help? Or would jaw surgery help balance out my facial profile?
