Is an Umbilicoplasty ever covered by insurance or mostly a cosmetic procedure?

I had my umbilical hernia repaired after my first pregnancy. Second pregnancy and now my belly button is a disfigured droopy mess. The surgeon who did the hernia surgery did an awful job and now I've heard similar stories from others who went to her. I have hard scar tissue poking through my skin around my belly button. It's depressing and discouraging because I work very hard at keeping my muscular stomach but no matter how much weight I lose or tone up my belly button is just ruined.
