General speaking, yes, you can do porcelain veneers on only the lower teeth. In fact, you can do a veneer for just one lower tooth, or several. The main reasons for veneers are if the teeth are crowded and overlapping, veneers can make the teeth look straight without doing b races. Another reason is a large chip or cavity that would look better or be stronger with a veneer instead of just a bonded filling. When doing lower veneers, usually the dentist will match the color of the adjacent teeth, if doing just a couple. If doing six or more, he will usually match the color of the upper teeth. Making the lower teeth whiter than the upper teeth will usually be a give away "that they are not real teeth". However, saying that, oftentimes when doing upper veneers only, we will make them lighter than the lower teeth. The reason this is possible is that most of the time (and especially when smiling) the lower teeth don't show as much as the upper teeth. Also, lower teeth are shadowed often and thus appear darker than the upper teeth anyway, so looks more natural if upper teeth are slightly lighter in color than the lower teeth.
Yes, it is possible. I'm not sure if it is possible in YOUR situation, however. You should have a consultation with an experienced Cosmetic Dentist who can evaluate YOUR particular situation.
