Can I get Dark Lip Neutralization done if I've had keloids on my body in the past?

I’ve seen posts where people with dark lips get this procedure and it turns their lips pink, it’s slightly different from lip blushing, they call it dark lip neutralization. Can I get this treatment if I’ve had keloids on my body in the past? I’ve tried electrolysis on the face without any issues
