One of my breasts is sagging but not the other. Is there anything I can do to make it symmetrical without surgery? (photos)

Hello I'm 23 years old, and one of my breasts sags noticeably lower than the other. In the past few years, my weight has fluctuated between 120-170 lbs (currently I'm about 145.) due to multiple medication changes. Before my weight gain and loss, both my breasts looked like the perkier one. I don't need perfection - just to be symmetrical-ish. Are they any exercises that I can do? I would not like surgery, but what would it entail if it was necessary? I have never been pregnant.
