Is there any way to remove excess skin on my brow bone? (photo)

From the photos and your description it looks like you are concerned about the fat pads on your upper lids.  Excess skin is usually flatter in appearance where volume has been lost.  It appears that your upper eyelid is full and youthful looking.  The best way to remedy the heaviness would be to remove and contour the fat pad on the upper lid and then take excess skin, if needed.
