Anyone who has read my answers over the past several years knows that I am not much of a fan of IPL, fraxels, radiofrequency and ultrasound devices, which have so far shown themselves to be far more backed by device manufacturer supported marketing hype than hard science. The same applies to microdermabrasion, for that matter. So, the short answer to your question as to whether IPL would be useful for treating sagging and wrinkles would be a resounding "No!" Don't waste your time and money. However, in experienced and expert hands, injectable volumizing fillers have a proven track record for lifting, reshaping and recontouring saggy skin. My choices for this in my Upper East Side Manhattan practice include Voluma XC and Restylane Lyft. (In my Israel satellite facility, where a far greater number of regulatory agency approved volumizers and fillers are available, I would opt for Stylage XXL, Aliaxin EV, and Hyaluronica 2). For ordinary wrinkles, etched-in lines, and crinkles, my filler choices would include Belotero and Restylane Silk (NY) and Teosyal Redensity II, Aliaxan FL, & Princess Filler). Make certain you consult with a board certified aesthetic physician with experience and expertise in nonsurgical facial reshaping and recontouring and be very cautious of falling prey to the advertising for the supposedly "next big thing" to come along bells and whistles devices that are so heavily marketed out there by some physicians and medspas. And also make sure you ask to see his/her before and after photos before agreeing to proceed. Best of luck to you.
