It would be best for you to have an in-person evaluation by your Dermatologist to determine best option moving forward but keep in mind not every office offers PRP. Be sure to be seen by a Board Certified Dermatologist.   

You should contact your Dermatologist and have an in-person evaluation of your burn.  There are a number of reasons why that might have occurred.  Be sure to be seen by a Board Certified Dermatologist.

Usually it is recommended to have at least 6 to 8 treatments of LHR to notice a reduction of hair.However when you have an underlying condition that stimulates hair growth there may be more  to evaluate. I recommend you see a Dermatologist in your area for further investigation.

It would be prudent to wait at least 4 to 6 weeks after microneedling to have laser hair removal.  Generally laser treatment is not performed on skin that has been treated and healing. Be sure to be under the care of a Board Certified Dermatologist.
