I lived in an area with a UV index above 8 all year round for about 15 years. My exposed face and and hands have darkened. My body color and color of unexposed areas are really pale. Exposed area has become brown. Can this be reversed by any ,literally, any procedure?

The increased pigment is partially caused by thickened skin in those areas. Topical medicines with keratolytic properties such as weak acids can provide some benefit. An over the counter medicine called Amlactin is a good start.
