For my patients in their 20s and 30s, I usually recommend a non-invasive thread lift along with a jaw reduction. After removing a part of bone that was supporting your jaw skin, fat and muscles, they no longer will have the same support. You will need to have additional surgery to lift the excess skin. However, which type of lifting you can have depends on your skin elasticity and current level of sagging. I recommend you see a surgeon for a face to face consultation for a proper diagnosis.
