Is this retrograde hair loss and can I get a hair transplant?

Yes you are eligible for the hair transplant. Your donor looks sufficient. After the first operation, if you want more density, yo can got second session after one year of the first session.

From your photos it is clear that you have retrograde alopecia. I cannot see your front size but having a hair transplant is totally up to your expectations. Firstly, your donor area seems not that strong and probably it would be only able to work on either on the front line or the crown area. Moreover you may lose your natural hair (since the hair loss still continues) after a hair transplant and it won't have an aesthetic look.
So my advice is to first proceed with non surgical treatments such as laser therapies, minoxidil, PRP or mesotheraphy. Try to protect your hairs that you have and don't forget that you have moderately weak donor area so it is best to keep that donor area for the right time. After your hair loss slow downs or stop then you can think about having a hair transplant surgery.

First, let me say that you are wise by asking these questions because certainly you are at risk for further hair loss that could compromise the long term stability of a hair transplant. Don’t let anyone convince you otherwise. An aggressive approach with all the main 4 - antiandrogens (topical or oral) minoxidil, laser and PRP could help stabilize and even improve things but that may or may not be what you wish to do. Be sure to sit down with an expert and review things. At 27, you need to assume a significant amount of balding over the next 30 years. I don't have a good sense of the frontal density you have but I don’t think it would change the big picture here much. Right now, the most important decision is whether or not you want to use medical therapies (if you are not using them now)... and whether you are comfortable with a moderate likelihood that any hair transplant results will be temporary rather than permanent.
