Can tattooing your eyebrows promote regrowth in the over-plucked bald spots of the eyebrows?

I'd like to regrow the bald spots of my eyebrows to have my eyebrows be fuller as well as more symmetric. I am aware that eyebrows are "not twins, but sisters," yet mine are starting to feel a bit more like cousins. I used to have very thick and lush eyebrows, but I over-waxed and plucked them in my youth when thick eyebrows were thought to look too masculine on a woman. I regret messing with them so much and, while they don't look bad, per say, I want to restore their former feathery glory.
