Scalp micropigmentation laser removal. Is q switch laser successful in removing scalp micropigmentation 100%?

I want if q switch laser successful in removing scalp micropigmentation 100%? Is it possible for local Anesthesia to avoid the pain? Is there a possibility to have cancer from the laser ?
