Is it safe to get a chin reduction with a recessed lower jaw? (Photo)

I have a recessed lower jaw with a very tall chin that I'd like to get reduced. I plan to get jaw surgery some day but in the meantime my chin bothers me a lot. Will the mentalis muscle reattach correctly on a recessed chin? I already have some minor lip incompetence
