Will dark circles caused by retinol improve? Are there options that can help minimize its appearance? (photos)

So I made a dumb mistake of over doing with retinal last year. I kept applying .1% retinal and it caused some PIH in the span of 10months that dosent seem to want to go away. It has improved over time (it was much worse). It has given me darker circles, and more uneven sun spots is making me really insecure. Is this permanent damage? if not how can i fix this?? thanks
