How is a second root canal possible, if there is no root and no pain?

I had a root canal done 14 years ago on my front tooth (#9) and now the crown is loose and the tooth has an infection and a small abscess. My dentist says I need another root canal. How is that possible if the root has already been removed? My second question is why can't I take antibiotics to clear the infection and just have the tooth re-cemented. It a huge difference in price, 100 versus 1000?
