I had ICL's put in 9 years ago day 1 had issues seeing at night- with glare, laptop screens iPhone i etc really tough at times. Otherwise it was great! My left eye now a bit blurry and I am 50, so reading glasses needed. Even in person if someone has light behind them I cant see who it is. I went to Doctor was told my option was PRK. i am 20/30 that seems drastic to address that. Unless it really would improve my glare issues. Then totally worthwhile Does PRK really improve glare/halos?

It's uncommon but happens perhaps 1% of the time or less. Hopefully you had a true cycloplegic exam before your surgery. You need another one now to know what's going on for sure. It should be easy to correct.
It is not usual to have some image ghosting early in the healing period. This can last 2-3 months. If it persists after that period then a wavefront evaluation to detect aberration in your focusing would be indicated. Custom retreatment could then address the issues.
