Is Endymed the right treatment for my hemangiomas birthmark? (photos)

I’ve a birthmark (hemangiomas) on my right eyelid. The main problem I want to be fixed is the excess skin on the eyelid and maybe address the pigment. I went to a skin clinic and they recommended Endymed and rf treatments. Will this help me achieve my desired results or are there other effective treatment?
