In general, any light-based treatments (IPL or laser) are best done on non-inflamed skin. Whatever needs to be done to minimize inflammation should be undertaken prior to treatment.
Hair removal is usually much more successful and efficient (fewer treatments) with laser than with IPL. Lasers used for hair removal are engineered specifically for this task. IPL devices are used for a variety of purposes but are not specific for most.
