I never had this overbite before orthodontic treatment. My orthodontist said he can’t move my top teeth back anymore because I didn’t wear my bands enough earlier in the peace is that true? Surely not! I never had an overbite before braces and I’m not happy. I feel like I have to physically put my lip over the front of my teeth to fully close my mouth.

No need to worry about that. that is common in initial wires [upto third wire]. Because initials wires are very thin, after third wire you will get proper arch form.
