I believe your best solution would be a combination of laser with chemical peel for the skin discoloration. 
I would start with something less invasive and see how your skin reacts, then work your way up. Both lasers and peels show progress as you do more, so you are in control of how many you need and want depending on how your skin reacts. 
I would also look into PRP treatments.

I have treated many patients with lasers who have been hyperpgimented as a side effect of the lasers. The best treatment is usually Cosmelan.  It takes two Cosmelan peels for the results of the pigmentation to be reversed.  Please consult an expert in Cosmelan and lasers for the best cosmetic results.
