I am extremely unhappy with this and I'd like to get them reduced, is there any ways besides surgery?

I would suggest waiting until you are older when your breasts have fully grown. If you are still unhappy with them, then you will need your parent's permission if you are still a minor.

You will need to see a plastic surgeon for a consultation.However, cosmetic breast surgery is generally not performed on minors.  It is usually best to wait to ensure that the breasts are fully developed and that the patient is old enough to be able to make decisions about the risks and benefits of surgery independently.Best wishes.
