Can I straighten my teeth if I have 1 bottom incisor tooth missing?

Some bad doctors in 2001 removed my 1 bottom incistor tooth when I wanted them to be good aligned (when I was 10). Now my upper incistor crippling. New clinic doc says I can't have perfectly aligned tooths because I'm missing one bottom incistor. Is it true? I can't have straight tooths because of bad doctors in my childhood?
