Hi, I had a forehead remodeling where the idea was ONLY to reduce the horn-like prominences and advance the hairline. Very unfortunately my surgeon decided to ignore when I explicitly asked NOT to shave my orbital bone. Now my eyes are not as hooded (for the worse), and redundant skin created the need for a blepharoplasty that I didn't needed before. I've asked about fillers but I've been told it's risky because the anatomy is altered and the area is complicated. What are the options?

I believe you are referring to having some brow bone reduction done which you now wish to reverse. Through your existing hairline incision the brow bones can be built back up using ePTFE hand carved implants. Because the brow bone reduction done was by shaving the amount of augmentation needed is modest. (2 to 3mms) This is probably not enough to justify custom made brow bone implants.
