What is the best method to fully remove my blackout sleeve? (photos)

Question

I have a blackout tattoo on my upper arm. It was done twice to ensure that it was completely blacked out. Meaning, I got it done, let it heal completely then got it done over again. I researched laser and the different types of lasers and still have not seen any with outcomes that I like for such a large piece. I would like to get it surgically removed of some sort. I am not worried about price. What is the quickest method of tattoo removal would you recommend for me? Will travel anywhere.

This tattoo should be able to be removed with a laser.  The number of treatments will depend on the type of ink that was used. To remove this tattoo will require several sessions over time. The latest technology for tattoo removal uses pico technology but nanotechnology using a q switched device should also be effective.  Consult with an experienced provider for the best results.
