My maxilla seems to be too short! My skin seems to cover this well, but it’s noticeable when I speak or smile. My top lip completely covers my top teeth. Also, considering a nose job should I do both surgeries at once? Another issue I find is my face naturally frowns if I close my teeth all the way and my lips stick out a lot because there’s not much tooth support for them, I sort of have a deep bite due to the short maxilla. I need help!! Who do I go to? And what surgery/surgeries do I need?

The best way to go is braces, you will correct the position of the teeth, and you will be able to have more space and reduce that overject you have, but based on what I see you should get your bicuspids out and you will have a nice and even smile but at the end you will have the same shape size ...
It looks like there is deficient maxillary(upper jaw ) growth. This could be corrected with surgery( maxillary re positioning or lefort) and the appliance may have some benefit. Alternatively it looks like you have over 100% overbite where you do not show your bottom tooth to do possibly wear....
